I found a sat card with "internet via satellite" on it, does that mean i can browse the net using my ordinary dish or do i have to sign up with some company?
And would it be 1 way or 2 way?

you'd need a spacial connection, TV signal not sufficient.
there are both one way systems that download, and you use telephone for upload. This is cheapest.
two way use sat for both directions, cost the most.
their speeds are not where cable speeds are, without getting way high in money.

You need an ISP.Also in many countries (USA not included) you are not allowed to send signals through your satellite dish (for health reasons) so you will be able to use your satellite only to receive information and for this reason your ISP may provide you with some kind of low bandwidth upstream connection to support your sending needs.

When I had dish, I was told I'd have to buy another dish, very expensive, at that, and pay for the net service, and that was about $59 a month.. too dang much...

you will have to sign up
You need to call the provider. So many different vendors have diff requiremnts unless you provide the name of the card etc, its hard to tell

you would have to sign up for the service for it to work. then it would be just like any other ISP.
