Well there is 3 answer for ur case:
1. If u dont have drivers CD-s for comp. is a better ideea to erase images/docs and other personal files and give the comp tu or friend working.
2.Put Win98 Boot CD into comp and start PC from CD . 4th or 5th step will allow u to format PC
3.Put XP Boot CD into comp and follow same procedure.
4.Put a Linux Bootable CD/DVD into pc and do the same.

Boot the PC
Insert a floppy disk into the floppy drive
Format the floppy, being sure to check the "Copy System Files" at the bottom of the format window
Boot off that floppy disk
When you get to the A:> type in: format c:
This will wipe everything on the computer (including Windows)
They will have to reinstall Windows before they can use the PC

boot to the windows 98 cd and start the reinstall process select format the c drive and that will erase everything. If you need to make absolutely sure nothing is accessible ever, you might wanna buy a disk erasing program from the store like disk commander

Throw in the windows 98 start up disk. Get into the A: NOT c: then type format c: this will WARN YOU that you will loose all data on the hard disk drive

hello.. simple as this.....
boot your Pc with a windows 98 Boot floppy disk..
enable it to boot with cd rom support...
type format C: at the command prompt
you will be asked to confirm the formating...
after it has finished the formating, insert a windows 98 setup cd into you cd rom and type setup.exe at the command prompt..
everything should be clear from there on.. good day

When you start your PC you should choose a BIOS option called choose system booting device after post choose CD ROM but first insert the operating sytem disk from there on you should be able to reformat your hard-drive.

heres d most easiest way to solve ur prob. no need of having win98 cd installer, f u just want to format ur hdd. open ur pc, right after ur monitor goes black(this will happen wen ur booting up) press f8 (f u wnt.. u can press it repeatedly) it will bring up a menu. choice ms-dos only. den in d command prompt type format. and dats it.

insert widows disc in drive ask to reinstall
it will reboot you then get option to format
use it then it will install windows
