there are some utility do that ... they call them .. vedio spelitter or vedio editor or vedio producer

You will need to use a video editing software. Windows XP includes a simple one called Movie Maker (Start > All Programs > Accessories > Movie Maker)
Start Movie Maker
Under File, Import the movie into the collection
Drag the movie down to the storyboard
Move the cursor to the point where you want to divide the movie
Under Tools do a Split
Save the two halves of the file separately
