If they were then chemical control of all human emotions would be perfect. It is not. The chemical composition of the synaptic gaps of a person who is in a killing rage if remarkably similar to that of a person excited by a personal project.
Many thoughts are associated with an emotional tag and are stored in memory with this emotion. Remembering the thought often brings back the memory just as strongly as when the thought happened.
Thoughts can be controlled by both discipline (such as a Zen Master) or by chemicals (a long list of these). The only way to control emotions is by releasing the attachment to the emotion. Attempts to control emotional chemically do so by controlling the associated thoughts.

Emotions manifest themselves in consciousness before behaviour. Perhaps mind (including emotion) is the synergy of billions (individually meaningless) resultant electron transfers, coming together as a logical impossibility-elimination system (the opposite of a computer) - precipitated by an equally unfathomable number of chaotic feedback loops (evolution). Perhaps emotion is a multi-demensional security-monitoring system. Perhaps the environment (including body, including brain) is meaningless outside of the mind, which, perhaps, needs a meeting of neurones to be imagined, rather than actually exist.

The brain's preoccupation with dynamic impulses overrides the static nature of the cortex. This leads to a complex do/don't struggle that is sometimes fraught with anxiety and attendant sadness.
