I'll assume you mean the FileSystem Utility and it is used for making the file system into either NTFS, FAT32 or FAT16. XP's preference is NTFS.. Windows 98 would be FAT32... Linux; its own choice.

I could not find any utility called Fs in windows pro. I guess you are asking about File System. File System is how operating system stores files. The types are like FAT32, NTFS etc. NTFS system is secure, you can set access levels for folders and files i.e. others cant access them etc.

if you want to convert drives from fat to ntfs you can type in run "convert c: /fs:ntfs" , else in admin tools and computer management you can create/delete/format partions
