Dial-up is slow by it's very nature, limits on phone speed, etc. When you tax this connection with an IM program, and a cam boom it is too much for that connection. Move up to high-speed Internet (cable, dsl).

Every time he uses his camera it locks up. Only when he uses his camera?

It could still be anything. It's probably a hardware or driver problem. But I can't say for sure. Plus, the camera isn't going to work so well over a dial-up connection anyway. It will work but won't produce good frame rates. Regardless of that, I would try uninstalling it and reinstalling it. May work, may not work. If not, get the latest drivers from the manufacturer.

Webcams use a lot of system resources as it is. If he's trying to run one on a dial-up, he's nuts. If he's doing that, I wouldn't be surprized if he's got 10 million things going on in the background as well.

Tell him to pry open his wallet, come into the 21st century and get a broadband connection. Oh, and clean up his start-up folder, too. It's probably a mess!
