During the growth process, we learn lessons in life.
Usually, we learn NOT to do certain things because of the consequences. (For example, how many times would you touch a hot stove element?)

People who are rude probably have had more positive re-enforcement, then negative re-enforcement for their actions.
Perhaps by being rude, they tend to get more of what they want.

They will likely not change their behavior until they start paying to high of a price because of it. Such as losing good friends.

Some people just have poor manners. I notice a lot of kids are being raised differently nowadays. Things I could never get away with back then seem to be happening regularly at my friends houses with kids. I guess it is the parents job to instill manners and good etiquette.

It gives them a feeling of self importance. To be deliberately rude and get away with it may give an illusory feeling of power. It is ignorance however. Any fool can be rude and fools usually are.
