No. Use a voltmeter to measure voltage drop.
(Rather than measuring between a certain point and ground, measure between the two points across which you want to know the voltage drop.)

Measure voltage into a device, then measure voltage out. The difference is the voltage drop.

All VOM's (volt ohm milliammeters) will have a voltage scale on them to read voltage.
