No. It's a spurious over-extension of Atrophied.

1. Atrophy: to wither away.

2. Atrophic: adjective form of atrophy (withered)

3. Atrophicise: verbalised form of Atrophic (to become atrophic)

Instead of dropping back to the original verb form, the adjective form which is derived *from* a verb is itself turned *into* a verb.
