I was married and divorced in Maryland, but I currently live in New Jersey. Unfortunately, it is not stated on my divcorce decree that I want to go back to my maiden name. Where do I file for a name change? Do I have to file in MD because that's where I was divorced, or do I file in Jersey because that's where I live? I have already paid my lawyer tons of money and I don't want to pay him anymore. How do I go about doing this?

You can adopt and use any name you want, as long as you are not tiring to defraud someone or evade law enforcement.
You don't have to "go to court" to change your name back to your maiden name. Just do it. Start signing and using it today. Mail yourself a letter using it. Take the letter to the D.M.V. and have them issue a new drivers license. Change your name on your bills. It's really no big deal, it happens all the time, all over the country. Tell your employer, your bank, your hair dresser.

You may call yourself any name you like as long as the change was not made to allow you to avoid criminal prosecution.
I think its as simple as a drivers licence change.

Its called de-pole just fill the papers out and its done.--no lawyers -no costs.
