True , Pearl Harbor can be considered a terrorist act because it was an unprovoked , sneak attack , and there was no declared war between the Japanese and the U.S. until after the attack . Japan was an organized military , not a group of cowardly terrorists who took their attack to the civilian population because they are not able to compete with the U.S. military .

Pearl Harbor happened during an actual war. Soldiers were killed along with a few civilians. 911 happened during a relative time of peace, and only civilians were killed. Even though Hawaii is a state, 911 was the first attack on American soil since the Revolutionary War.

There is very little difference.
In the case of Pearl Harbor, we knew Japan was hostile, but we failed to realize they had the capability to attack us at such a high level.
In the case of 911, we knew Al Qaeda was hostile, but we failed to realize that they had the capability to attack us at such a high level.
In both cases the effect was shock and awe and a desire for revenge.

Because not only was the Japanese Empire ready to declare war on us,and we knew where they were. The terrorists that commited 9/11 killed themselves in the name of martyrdom. And their leader,Osama bin Laden has gone into hiding instead of facing us in the open like the Japanese did.
