To me there is none because all of us speak English in various ways but yet it is understood. So what scholar can say this is the right or wrong way to speak, just as long as the other person understands. Because everyone vocabulary is not the same in speaking English proficiency

The first level is NEP non-English proficient (Bush)
Then, LEP, Limited English proficient (Charro)
Then, FEP, Fully English proficient (Dave Chapelle)
