I graduated from the police academy with a 3.0 and as the president of my class. I meet all the requirements to become a police officer but after 12 interviews I am still not hired and haven't been told why. What could be the issue? Credit?, previous drug history thats 15 years ago? General discharge with honorable conditions from the military?

Never been arrested for any crimes.
As far as interviews I have made it all the to the chief 3 times.

In colorado you get post certified through a state run police academy THEN get hired by departments. Some of the reimberse you for the cost of the academy.

It isn't the discharge. You say previous drug history. If you have a drug history do you mean you have been arrested? If you have an arrest record, more so for drugs, This is most likely the reason you have not been hired. It could also be the way you dress for the interview. I would get some good references. You might want to look at applying at a NON-civil service department first. If you can get hired there this will be a big bonus in getting into a civil service department. Another thing is do you have like body piercing's I ask this as it also goes in the direction of appearance. Try to look refined as in neat clean shaven, cover any tattoos if you have any. Good Luck.
OH How did you get into a police academy without being a cop? I ask this as here in Massachusetts, to get into the Police Academy you MUST have been hired by a city or town Police Department.

It may be the psych test. That's usually what stops most folks from becoming cops. If you had a drug history, irregardless of how old it is, it is a serious consideration since you could go back to it at any given time. Call them and ask them until they finally give you an answer. Good luck!!
