salt is a strange compound. Salt raised the boiling temp and lowers the freezing temp.
Have you ever let water boil to cook pasta and throw salt in it. Try it . . . it will stop boiling. Also in the winter cities put salt on the roads to melt sheets of ice.

Taking aside other particles and minerals, sea water contains a lot of salt. And what about salt? They can "absorb" quite some heat before changing states. Hence the high melting point. Thus, when boiling it compared with freshwater, the freshwater has less non-H2O particles in it to absorb the heat, and thus it boils first. As before mentioned, the sea will also have a higher chance of having other minerals and particles (i.e. dead fish), and thus can absorb more heat.

The salt makes the seawater a denser matter - and denser matter needs higher temps to reach boiling point.

That has to do with the fact that sea water contains disolved salts that create a stronger atachment with the water molecules, so more caloric energy is required to separate these molecules into gaseous state.
