A lot of the Earth's heat is lost to outer space via radiation. A thick layer of rain clouds acts as an insulator, trapping some of the heat underneath them. Think of the clouds as a blanket!

FYI thick cloud cover is why Venus is soooooooooo hot. The heat that planet recieves cannot escape into space, because of the cloud cover.
