You wouldn't get a shock from standing on a rock peeing into a body of water. After about two inches the urine starts to turn into drops rather than a steady stream. It is possible to get a shock from an electric fence if you are standing close enough. They showed one of the guys on Myth-Busters peeing on a mock up of one and he got shocked.

Yes, if the voltage supplied is too high.
If it is 110 to 220 volts, you may not get the shock.
The other way of getting shock by urine is, when
some adult pees in your face or near the face, you
get severe shock and you retaliate it in high voltage.

Why are you peeing in the water anyway? Didn't your dad tell you the fish don't like it? Kind of hard to imagine that you wouldn't see the person electrifying the water.

Yeah you should do. I saw a dog peeing on electric rails. Let's just say that there was an explosion and now the dog can't have puppies. OUCH!
