Teenage boys are funny aren't they? If they "like" you, they stare at you, tease you and then ignore you if you walk by too closely. Why on earth do they do that, you might wonder? Because they're afraid of being shot down if they ask you out and you say "no". They also have very little experience and consequently very little self-assurance when it comes to asking a girl out. It also has alot to do with what goes on in their peer group.
Do the guys he hangs out with have girlfriends or no? If not, he may be afraid of being teased by them. If they do, it may be as simple as he might be afraid of everyone "knowing" who he likes before he's had the courage to go up to you and ask you out himself. And then horror of horrors, what if you were to say "no", like I mentioned before and everyone knew? He'd be mortified.
Ofcourse he'd get over it in time, but teenage boys don't spend much time thinking about the future because they're so busy with the here and now.
So my advice to you is to let him know you're interested in a subtle way. Such as the next time there's a dance, asking him if he's going. If you feel comfortable asking him to go with you, then go for it. If not, then you'll just be letting him know that you'll be there and you'll be showing an interest in whether he's going or not.
Do the two of you have any friends in common that you could set up a group outing with and then invite him along?
Do you live in the same neighborhood? If so, drop a hint that you wouldn't mind walking home from school with him.
Whatever happens, remember you're both new at this dating stuff and being nervous and confused is natural. Expected in fact. Just take it slow and make your interest known to him. This can be accomplished by something as simple as making eye contact and a smile.

This is something I do to have guys know I like them. While your sitting in class you try to catch his eye in a subtle manner then look him in the eye and look away don't drool or stare at him too long.
If he likes you he will approach you. If not you really don't lose much cause it's more of a subtle way then asking.

ok, if he stares at you, no question! He likes you! Guys never stare at girls they dont like! At your dances, why dont you consult him and question why he stares at you ALL OF THE TIME? If youre shy why dont you ask one of his friends? Guys talk together about 2 things,: girls or sports!

I wish at your age you would just keep your mind on school, helping out at home, taking care of your little sister or bro , for your mom or doing some volunteer work. Positive stuff.
Chasing guys at 13 is getting you way over your head and could really screw your head up.

If you're in the same class with this boy, I expect he is more or less your age. Boys are not as comfortable with their emotions - expressing them, understanding them - as you might be.
I understand having a crush, but figure it's going to be difficult for him to do anything about it unless he is extremely mature for his age.
Just enjoy being near him, in his company in class, maybe at school functions. You might be able to get to do homeworkk together in the library, but I wouldn't expect much more.

this is what you should do if he stares at you alot that probably means he like you i had boys stare at me and then i find out they actually like me i mean it weird not to have guys tell you that they like you face to face. If he is staring at you ask his friends if he like you thats what i would do.

Yoou are too young to have a steady boyfriend.....keep up with school work.......see guys and girls in a group as friends and sooner or later in a few years, the cards will fall where they should...enjoy life before getting tied up with adult thooughts and problems....
