What I need to know is if this "telepathy" was accidental, and caused by God only, or if it was caused by humans, like a government/political organization experiment.
It's peeving me off that everyone lies about it.

Most of the time people lie because they don't know or can't answer the question. In fact, their is no proof that humans made it nor do I believe they could have. I think God created it, like everything else, and humans just TRY to improve on it. Of course we tend to have problems on that improving thing. Good question!!

As to the origins of this telepathy, I won't lie to you. It stems from the CIAs experiments, in the 1970s, with LSD. In fact, I just had a psychedelic vision while typing this to you. Yes, it's coming through clearly now, you're stoned outa your gourd right now, aren't you?
