What sort of ounce and pound? In avoirdupois measure (the sort you weigh most things in, like meat or fruit and veg), there are 16 oz to the lb, so there are 4. However in troy weight (for gold and other precious metals) there are only 12 oz to the lb, so there are only 3 to the quarter.
