it means cool. in my country, some people spell it that way simply because it looks fancy. like the phrase "the bus station" could be spelled as "De Vas Steyshon". Lots of other words are spelled in that specific matter; it's a growing fad. It's just like the STiCkY tEXt thing except this way of writing was based on how the word is pronounced.
now what does cool mean?
no one really knows. it's because cool for other people could be not-so-cool for others. it's all about the person. for example, a BRAND NEW soccer ball could be so cool for soccer players but for nerds it would be junk.
