♡Well, I've heard of people doing this before and calling the tax office on people and any number of things. Very sad, I think. Why hurt people? I have personally never done this nor would I ever. You should BE SURE -YOU want to do this first though. You'll have to give YOUR name and information of course. You'd probably want to contact the Immigration Offices here in Japan and NOT the Embassy though. You can call any of the Immigration offices at these locations:
http://www.mofa.go.jp/j_info/visit/visa/appendix3.html#3
Ask for someone who speaks English and 'make your report'. You'll have to provide some type of proof and have the person's full name, address, work info and other info that will help Immigration locate the person. You should be absolutely sure that person is over staying. Are you positive? They may have a visa or be in Japan legally. You should ask yourself if you really want to do this, it can only hurt the person in question. Think before you act. Just my opinion.♡

Embassy has nothing to do with the overstays.they only provides documents if it is needed . it is the Immigration that you should contact or I've heard now even the Police have authority to catch them..Don't worry..they are doing their jobs better now..sometime/sooner it would happen unless there is nothing wrong that he/she commit that more worst than violating the immigration law.
I have heard there are many that get caught nowadays, what is their reason of overstaying is the immigration that had to deal with..as an ordinary citizen if you would report one..why don't you report all... so there is no need to do it..Japan is very strict and whatever violation a person did would surely deport him or her without any questions... Even in the airports...if they got caught..they automatically returned home after investigation.
I should say the Immigrations authorities are dealing with this problem now so it would happen anytime.
if they overstay for a reason,,have you consider reporting those who stays legally but not really have the rights too as there are many who stays legally and even violates some rules? Everybody wants to live and stays legally in Japan..how these overstays deal with it、I don't think it is fun and safe at all...if you are in danger of this person.. of course you can report it anytime.

You can tell immigration, but they may not actually do anything about it. It's not like they are sitting around looking for work to do, and their priority is deporting people who are potentially dangerous. They aren't likely to rush right out and grab a run of the mill overstayer, let me put that way.

Why would you want to do that? Unless that person has done something wrong against you what's the point? Overstays always eventually get caught anyway.
