it seems this phrase is a proverb. what is the meaning of it.

when something changes, hopefully it's for the better. This is a change? asks somewhat sarcastically if the change is better, or any change at all.

A change is not a proverb.Everything will be changed in this world because no eternity.A change is taking or putting something in place or transfer it.Change means also as giving and receiving reciprocally or to alter,to become different or to pass from one phase to another.In the holy qir'an God spoke that any race who are not trying hard to change their destiny,God will not change them.Changes wiil make our lives live in many varieties.Changes make so much challenges and opportunities
for us to make progress.and development.

I am not sure. but I have seen in a dream something similar. It was a pair of dice i found on the ground. the standard 6 sided variety. one die had rolled a 7 and had "ask for" in small letters. the other die had rolled a 3 and had "change" written on it.
