My service provider has blocked me from downloading music using NETGEAR.Is there a way of getting around this?

Like the other individual, you can switch providers of try use a proxy server which you have to route all the traffic through in order to use. Be careful though, some are free but aren't technicaly open for public use. So, you may be safer paying for one or switching your ISP
