INDIA has been a FIFA members since 1948. all FIFA members are eligible for the World Cup qualification. INDIA did not participate in the World Cup as they failed to qualify from the Asian Zone.
in the 2006 FIFA World Cup, INDIA finished third in the Asian 1st round Group 3 qualifiers behind JAPAN & OMAN.

The India national football team is the national football team of India and is controlled by the All India Football Federation. It is a fledgling team ranked 130th[1] in the FIFA World Rankings as of July 2006. However, qualification for the Asian Cup or the World Cup seems some distance away.
The Indian team has enjoyed some level of success in the past. India qualified by default for the 1950 FIFA World Cup as a result of the withdrawal of all of their scheduled opponents. However, they did not take up their place in the competition because FIFA demanded all players at the World Cup finals should wear football boots. A number of the Indian players refused to abide by this rule and the team was forced to withdraw; the team has never since come close to qualifying for the World Cup. India also finished 4th in the football tournament at the 1956 Melbourne Olympics.
The current captain is Baichung Bhutia from Sikkim. Bhutia is the only contemporary Indian to have played professional football, for Bury in the English Football League.

just because its not in the world cup doesnt mean that its not part of fifa. there are over a hundred countries that are part of fifa, but remember, only 32 go to the world cup. india just didnt qualify.

yeah, India IS in FIFA.... but that doesnt mean they would make it to the World Cup finals... However, they did play in the buildup to the finals as representative of ASIA... In the end, countries like Japan, S. Korea, Iran and so on got to be Asia's representatives....
