My neighbor threw dog feces into my yard and admitted to it! She has also been doing other things to try to provoke us. She sits and stares into our back yard. I have witnesses.
This feels like harassment
I have been here for a peaceful ten years. She has been here one and it does not feel very peacful.
What can I do?

I agree call the police make a report, she's tresspassing on top of harassing you and attempting to provoke you to physically lash out at you so she can call police and have the last laugh and have you arrested.
Also call the code enforcement officer where you live and report it, just like there are fines for littering, well i'm sure there's some kind of fine she can be slapped with.

First,I have to ask you a question Why she did it to you and any reason? Second you need to have a record of proof when did it happens to you? Third get the witnesses names and telephone numbers for the police to contact and make sure you have plenty to help you.Fourth; call the police and file a report.In my opinion,you have a case and I urge you to keep it cool and do not pick a fight and create more scene with her.This is your home for 10 years and she just gets here for one year.You have to do what is really right for you.By the way,I want you to ask around your neighbor whom you know and see what their opinion.Make sure you do no wrong and you need to WIN this case.You have to keep as cool as possible.Good luck.

First get her on tape doing wrong. Without tape or a witness you are screwed. Once you get that done call the law. If all else fails start getting devious Drive out to the farm & get 4 buckets of cowcrap & dump them in her yard but dont get caught

The dog feces thing is vandalism.
The staring thing is nothing
The problem is you need evidence that she is throwing the poop. Get it and you can have her arrested.
In the meanwhile, do nothing. You need proof before you complain to the police or the civic association.

I don't think you can do anything about her staring at your backyard (unless she was trying to directly stare in your windows; that would be like voyeurism or a peeping-tom thing), but if you can document and prove that she threw dog poop in your yard, that would be littering, vandalism, and criminal mischief- and possibly criminal trespassing and harrassment. Ask the police department.

Catch her doing the dog s&%^t thing on tape or film. Call the cops and file a case of vandalism and disturbing peace

Make a complaint against your neighbor and file it with the president of the homeowners association where you live or in the local government. Gather evidences to support your complaint.

Have the courts issue a restraining order against your neighbor.
Littering private property.
Disturbing the peace.
