i would rather sign a petition allowing women to pop men in the head when they act dimwitted....after dark.

I'm a girl and I would sign the petition.
I like being topless at home and I would like to be topless, not all the time but when I chose, in public. I can't help but wonder whether if topless women became the social norm, whether womens' boobs would be less sexualised.

Sure why not I'd be happy to know that a woman who'd potentially be mentoring my daughters was allowed the freedom to wander about topless at night. We could have New Orleans Mardi Gra every night in Mayberry as collage boys wandered the streets fondling the goods on display. This despite the "don't touch the merchandise" signs. What the hell why not, I mean we allow a man who lies about his military service to make war unchecked by congress.

Anytime they wanted to be. the breasts are not sexual organs in them selves( males will need to grow up and control there own hormones and thoughts). fashion history shows different parts of the body being exposed or hidden depending on the country and era.
Any Males want to go back to wearing Cod pieces, Kilts, or loin cloths?

you question is the same as why is the sky blue... every hormonally charged guy, that includes me, would say YES!!!

and if that law was ever passed... let's just say that There would be countless parties all over the US...

Why after dark? Are our boobs so offensive that they can't be seen during the daytime? I spend lots of days at the nude beach and believe me, we get as much (or more) respect there than we do on conventional "prude" beaches. Bare boobs do not negate our right to be respected.
