cable is at least 20 times faster than dsl, don't blame them.
weekly deleating files/defragmenting definitely helps.
have you simply rebooted to clear your ram;
have you run free ad-aware (http://www.lavasoftusa.com)
to insure that you have no spyware slowing things down;
have you used free avast or avg anti-virus to make sure
that you have none that are cause (http://www.avast.com - http://www.grisoft.com/doc/1)

Internet explorer is now notorious for allowing all kind of spyware, active x, and java transmissions. I went to the Firefox browser about a year ago on an old laptop. It zipped along, so I installed it on my desktop. My computer is 6 years old but has the specs you now have. I paid top dollar then to keep up to date for years. Firefox is the answer. Also, download CCleaner to get rid on useless files after you are done surfing. I was using zone alarm which is excellent for blocking programs, but it slowed my DSL too much. I got rid of it and use Earthlink's protection instead.

Bottom line, Firefox is the answer, trust me. You can keep Internet Explorer on too I suggest as some pages are written specifically for it. Maybe 1 in 1000. But you still need it installed as Firefox piggybacks off it.

Cleaing up files on your hard-drive and defragmenting is all good. But it won't really help you change your internet speed, if you are using something that still dial-up, no matter how fast it may be, it can really only achieve 56-128 kbps.
If you are using DSL/Cable then you should try another company like SBC, $12.99 for 1.5 Mbps.

First tip: don't use Internet Explorer - it's big, slow, insecure and out of date.

Firefox is what I personally use - it's sleek, fast, more secure and up to date. It's also incredibly customizable!

But if you want fast and don't care about being able to customize / tweak... Opera is for you.

If you do think it's a redirect - find different ad-ware scanners. Each catch and miss different ones. I use Ad-Aware and Spybot.

Cable is not a dedicated connection. You are sharing the line with other users. The more people get on the slower it becomes. If it is constantly doing this then you may want to check with your cable company. They may have to add more lines.
