Magneto controls metals, so why can he hover, as in X-Men 3 (bridge scene)? Also, what's the name of the character who throws "horns" out of his palms at Wolverine as he's being chased through the forest?

Magneto doesn't have "flight capabilities" in the proper sense of the phrase, he manipulates the earth's electromagnetic field and the electrons in the molecules of non-metallic materials. So theoretically, he could manipulate anything that contained enough electrons.
...and to answer another answerer's answer, Rogue only absorbed Magneto's powers temporarily.

The character with the horns was Spike, originally introduced in X-Men: Evolution cartoon, but not in mainstream comics.

Don't know any of your answers. I'm still trying to figure out why Rogue hasn't flownin any of the movies. She absorbed some of Magneto's powers which made her have flight capabilities.
