Uhhh... your question is kind of vague, but my answer would be yes. Technology secrets come in all shapes and sizes, from proprietary trade secrets (the exact way a product is manufactured, the exact recipe for a popular soda, etc.) to military hardware secrets (how fast can a jet fly, how deep can a submarine dive, etc) or cryptology (how easily can we crack other people's codes, the means we have for encrypting our own). There may very well be technology that the inventor realized humanity is not ready for yet and hid it away for future generations to discover and benefit from it (think of the chaos that would ensue if we learned that time travel were possible, or if somebody invented a replicator like on Star Trek, throwing whole economies into depression now that their only export can be created from thin air anywhere in the world)

Of course. Just a few years ago at the start of the first Iraq war is when the general public became aware of our stealth planes. There is always secret military technology. Most of it is just a few years ahead of Popular Science articles.

Yeah, the government gives aliens cows in exchange for there technology. Because cow blood tastes like baby human blood and aliens like that.
