I think "dave" really puts it best. Most places on Earth can be dangerous when you don't know what's what. When you are in the loop, no problem. I have lived over 12 years in Mexico City, probably the worst place in the country (aside from some of the border towns) and I've never really had any problems.
In the "tourist areas" like Mazatlan, Puerta Vallarta, Cancun etc., you are as safe as any place on Earth. The "tourist police" are excellent and they protect the vital tourist industry with diligence.
Of course if you are the type to drink several bottles of Mescal on the beach in the middle of the night with a gang of rough looking total strangers and then accept an invitation at 3:00 AM to a party "in the next town" well, probably nothing can save you...........

Mexico is probably less dangerous than the U.S. In the U.S. if you move to a new town you learn quickly the "bad" areas from your new friends, neighbors, etc. In Mexico, if you know Spanish you will quickly learn the same things. IF you only know English, then the adaptation is slower, but eventually you find out, and hopefully before your mugged.
