from your browser menu select View > Page Source. in the window that open use Ctrl A then Ctrl S to select and copy the html code. Open notepad and then Ctrl V to past the code in your new document. Make your changes then save as file using "all files" as your file type make sure to put .html as your file extension.

Yes, you can view and edit html on Notepad, Works, or even your e-mail buffer. Just as long as you can cut and paste it back to where you want to save it. I can't tell you much more than that because I don't know what site is hosting you or if you're paying for your own domain.

Just right click on a part of the page that doesn't have a link, text buffer, etc...your option window will open, and one of the last options should be "view page source". Click that, and it should open a new browser window with the html code on it (unless the page is protected). Just make your changes, cut and past it to whatever site you're using (they'll provide a place to create html files), save it, type in the address where you saved it (and the name of the html file, of course). You should be able to view your altered page.
Most people who built their own home pages from scratch borrow the base code from someone else's home page and alter it to their liking.
