A Personal Digital Assistant (PDA) is not used to place calls, as it does not have the phone system, mic or speaker to talk with. A PDA is used to organize your day, by storing contacts, scheduling events in a calendar, and To-Do lists. New PDA also offer WiFi for Internet connectivity at HotSpots, Bluetooth to send data to a Bluetooth-enabled phone, multimedia capability (e.g. listening to music, watching DVDs, etc.).

However, a new breed of phones with PDA features are called "smartphones" and converge all the features of a PDA in a phone.

Palm's smartphone is called Treo, which is an easy-to-use, yet powerful phone with PDA features. Motorola has the "Q" phone, and other manufacturers are coming out with their version of a smartphone.

Based on your question, it would be best for you to look at smartphones and not a PDA.

Absolutely you can.

You just have to call the cell provider you wat to use, and ask for a "bolt on voice package" for your PDA. Basically all that means that your main package is the data package, but you also want to use the device for voice. As long as you maintain both packages, you are good to go.
