yes, you can find the service provider and likely the geographical location as well........you need to do a whois look up

You can find the ISP and get a general location using the sites from other answers. To drill further than that you need to either be a hacker or work for the government. Yours is as others have said is Iranian and has not been routed before that from a country other than Iran.I assume you have a virus issue because the threat level for such is super high from that country. Amazing considering that country locks down outside information as much as they can but apparently so many people must have computers in order to do this.

Yes. Just trace the route to the IP address. From a command prompt, the command is tracert 217.219.61.131 [enter]

You'll get a report of each of the internet stops (routers or switches) that are passed to get to the address. The last few will be the ISP.

Go to the Network Solutions website and use the IP look up there. You can search by domain name and IP address.

Networking is not complicated, but tracing servers and such can be more than the eye sees. I learned in school, but it is something you don;t really blab out on the internet. Some people feel others will have to find the root like they did, because it is very unique once you know how your computer communicates with other computers and how to slide in the back door and say hello:)
