well first you would have to download an image you like and set it as your desktop.
then you would need to find, create, save images like on that site for home, trash bin, etc and then change each item's icon on your desktop.
then if you wanted a skin like that for say your winamp player you would have to create your own skin with winamps software download or find one that is already made.
some places have sets of items you can download or buy that all match or you can take your time and hunt them all down yourself.

Unless you use your computer for amusement only, I'd suggest you keep away from complicated desktops or wallpaper. They run in the background and slow down your work.

your looking for an operating system
and its from apple (duh)
and i think its beta for ive seen osx tiger
and it doesnt have the glass feature
so go to an apple store and ask for the latest os and see what you like
though im only saying apple because thats who created that

just google windows skins and themes. that should help. but its quite complex to do and can mess up your computer especially since its a windows
