My sister's handphone had been soaked & damped in the seawater yesterday. When she took out her phone it's already vibrated non-stop. Should she let it dry first or go repair? How much is the cost of repair in SGD$ ?

It's probably less expensive to just get a new phone than to try to repair an existing one, unfortunately. However, definitely let it dry out first before replacing it. Take the battery out, and take it apart as much as possible (remove faceplates, etc.) so it can really air out. You'd be surprised - my mom once dropped her phone in a bucket of water, and after drying out, it was as good as new.
Good luck!

soaked seawater you say? well i would say your handphone is a goner, coz salt water would corrode most the electronic parts inside the casing (i'm assuming your hp is not water proof).

I would suggest you take out the bartery and dry it out as much as you can and see if you can still use it in any way. Perhaps you could also find some handphone shops that would trade in your spoilt hp?

take out the battery dry the hp with a hair dryer for abt an hr then put back then and try if still cant on then i think it is not worth getting it repaired a new hp might even be cheaper than the repair cost.
