Cliff Burton hands down. All you have to do is listen to Anesthesia from the Kill 'Em All cd to realize that.

Cliff Burton by far but jason newsted had some big shoes to fill but i don't think you could find a better replacement for cliff to bad jason left metallica.

Cliff Burton was much more technically-skilled. It's too bad that early Metallica albums are so poorly produced; the bass is essentially inaudible.
