There are five social sciences in american academia--economics, english/literature, sociology, anthropology, and communications.
Human Growth and Development falls under biology, which is not a social science.

It depends. If they teach the biology and chem behind it, no--it's a "real science". Traditionally though, it is a social science...usually a nursing course.

if it's more about the psy aspects of development, then it's social/behavioral. If it's more about physical issues, then it's a biological science.
