An alternative way to just get rid of them if anyone is a softie, if you have University, you can create a sim, move him into the toddler's house and then have him get on the computer and move out with the toddler.
Then empty them from the family bin. };>

on the sims 2 you cant kill toddlers w/o a cheat or the social worker will just come take the kid away, but if you want a cheat to do it..it is: type in shift+ctrl+c and make the box in the top come up and type in the box "move_objects on" and press enter. then got to buy mode and click on the todler and click delete.

put them in a pool then delete all the ladders. thats what i always do. or dont feed them and lock them in their rooms with no bed, chairs, couches, doors, etc.
