The key point here is the semi-colon.

Consider this website:

Think of a semi-colon as a full-stop in the middle of two sentences. You can use a semi-colon to make one longer sentence.

1a) The rally is today, however. Janet isn't going.
This sentence doesn't make much sense like this. The word "however" is key to point out that even though the rally is today, Janet is going.

2a) is a long sentence that has one too many commas.
2b) Bill had been shopping. For hours, finally he found the book he wanted.
Does 2b) look right to you? I'm sure it doesn't. Many of these conjunctive adverbs (finally, however) will be the start of a new sentence. Hence, you should find the semi-colon between the first sentence and the second.
