The usual age is 16, unless you have parental consent. It shouldn't matter if you are part time or full time, the current minimum wage by law:
All employees aged 16 years or more must be paid the statutory minimum wage. Lawmakers in Washington are taking a close look at raising the federal minimum wage this week. The House has already approved a bill that would raise the current minimum wage of $5.15 an hour up to $7.25 an hour over the next three years.
If you are looking to make more than min. wage, my suggestion is to work at Applebees, or another type of restaurant, where you receive tips. If you are under 21 (or 18 in certain states) you are not allowed to work and serve if they serve alcohol.

If there is no collective agreement that covers the situation, employers and employees aged 16 years or more can agree to any rate of pay in their employment agreement, as long as it is equal to, or better than, the statutory minimum wage.

I am not sure about other states, but here in Texas you have to be at least 18 or if younger, a paper signed by your Mom or Dad for Hardship case. Usually you will be paid minimum wage of $5.15 per hour...

The answer to the first is 16. It depends on your area for the second. Here in Ca, I know that most places that you don't get tipped you get more than minimum wage. Places you get tipped, you just get minimum. It also depends on how badly they need people and how much experience you have.

16 years old seems like the correct answer. Certain restaurants won't allow you to serve alcohol if you are a minor. I know when I worked at Dingbats they wouldn't allow me to serve because I was under age..I would go to each store and ask about their policies.

In my experiance the ticket takers seldom ask for age even for R rated films, after all you don't see people checking the theaters for underage tickets being sold. Not like cigerettes or liquor.
