According to www.oxicleandetergent.com the detergent "rinses away clean" because there is a chemical 'time release' which only releases product the first time it gets wet during each wash, so the second wetting -during the rinse cycle does not release any product.

Centrifugal force. During the first spin cycle when the washing water is being drained the spinning motion causes the ball to close the "pores". Before the ball will open the pores again it must sit motionless for some time, which it never does during the rest of the washing cycle. The one problem you may encounter with the ball is the pores getting clogged and not releasing the soap. Lint and other materials can do this so it should be examined once in awhile to be sure you're getting the soap you need. Pretty good invention if you ask me.

This is only a guess, but I think that the ball might be made out of different layers. The outside layer would be detergent that releases when you first throw it into the wash. Once that layer dissolves, a second layer is on the outside, and that layer is not a detergent, but something else that just dissolves in water. By the time you do the next wash, the second layer already dissolved, and now you have detergent on the outside again.
I think that the different layers will dissolve at certain times. For instance, it takes the outside layer 0 minutes to dissolve, and the second layer 20 minutes. That way in a 30 minute wash, you have 2 layers dissolving - one of detergent, and one of a harmless substance.
