Can psp internet work overseas?

I am going to buy a psp so and I am going to travel so i need to know if the internet works overseas.

I believe it will work for Internet Access, assuming you have there is a service that you can gain access to.

But in case you did not know, the games you buy over there may not work with your PSP. For example if you bought your PSP in the US then the games bought in Japan will not work with it.
