Nope, and in fact, our home flooded about 2 months ago, and on some level, it was my fault.
We live in an apartment, the water heater burst (not our fault) and flooded about 2-3 inches of water before it was found out. To make matters worse, we live on the second floor and the Apartment below us was totally annihilated.
There was a drain that probably would have taken most of the water, but it was stopped up (by me) with a plastic sink scrubby. The reason it was blocked up was because I believed mice had been crawling up through it, and it was only supposed to be a drain for catching the drips from our water heater, not a broken pipe. When the maintainence guy pulled it out, I played dumb.
In my defense, the broken pipe was caused by poor installation and has happened in our apartment complex many times, and I got the idea of what to use to block up the pipe so that it still drained and kept the mice out... from answers.yahoo.com!!!

you could desire to touch your interior of sight floodplain workplace, city engineers workplace, etc and that they are going to be waiting to place you in touch with the astounding man or woman to answer in case you could build there. you could continually purchase flood coverage no remember while you're in a flood undeniable or not. the only time you cant is that in case you have repetitive flooding. by ability of the time that happens your place has been flooded so many times which you does not desire to stay there. you would be wanting to make certain the fee on the flood coverage till now you fall in love with the homestead. If the homestead grew to become into geared up after the flood map grew to become into in rigidity and the backside floor elevation is below the backside flood elevation on your section the top rate could be particularly extreme.

Well, I would admit it if the house flooded because I left the tap running...but that hasn't happened so far...so Ok, what's your point?

Admit? to whom? who cares but you? If you did it on purpose to collect insurance your a deviant.
but if you did it by accident, so what? everyone makes mistakes, some more costly than others.
