Well, they vote often and the last one was close! In my humble opionion, I think the reason they choose (so far, anyway) to stay a commonwealth is because they get the best of both worlds. Puerto Rican people can have all the benefits of being American citizens without the political responsibilities of being a state. Did you know there are almost triple the number of Puerto Ricans in the continental US than on the island of Puerto Rico? See the link for specifics to your question.

They are actually a Commonwealth. I doubt they will ever vote to petition the Congress to be changed to a state. Why should they? They enjoy US courts and laws, protection of the US military.
