Transferring them with a fee payed to the actual team of the player is done through a transfer window. The window is a period when all transfers takes place. THe period comes only twice a year.THe player after finalizing the transfer has to undergo a medical test before the transfer is actually done.The association for the country(for example FA for England) has to approve of the transfer done.
