The problem is not coming from microphone, you know, the microphone (mic) is only audio wave catch device. It could be the system's problem. To verify it, you can:
1- Check your both PCs, in Sound Recorder, select Decrease Speed until its OK, then upload other wav file, if Sound Recorder plays it fine then the problem comes from the Sound Recorder.
2- Check the codecs (from both PCs, especially Wav codecs) if it's missing or conflicts with other codecs. Right click My computer, select Properties->Hardware tab->Device Manager button, click Sound, video, Game Controller and double click Audio codecs, select Properties, the dialog appears shows you 9 or 10 codecs, if it says: "this driver is not working properly" when you double click any codec then that's it, reinstall that codecs!
