I'd have to go with Peter. Homer does have occasional flashes of insight, and sometimes he comes up with some very clever schemes to get out of doing something he doesn't want to do. I've never seen that with Peter Griffin.
Homer also tends to wax philosophical more often.
"Possessions are fleeting..." My favorite Homer line :)

I'd have to go with Peter. He's just retarded...oh, I'm sorry, I mean Petarded! Homer is, at times, philosophical and speaks of certain things that I'm pretty sure Peter has never heard of. Plus, Peter is a Patriots fan! GO STEELERS!

Homer is dumb, but at the same time he knows his stuff. Watch and listen to Homer more closely, he's constantly referencing things that Peter has never even heard of!
