Don't listen to these guys saying its not normal, see a doc, etc.
What's happening to you is perfectly normal, and occurs to ALL uncircumcised men.
Its not hurting when you touch it, it is just very sensitive to touch.
Uncircumcised guys have a very sensitive head, mine used to be when I first touch it.
Anyway, right now you probably wont enjoy sex with such sensitivity.
If you want to make it less sensitive, expose your head to air more often, or keep your foreskin always pulled back. After a few days it becomes less sensitive and it won't hurt if you touch it! This worked for me, and it should work for you also.

I know bois who have cured this by deliberately touching it gently on a regular basis -- as well as washing under the foreskin every day with a gentle soap and water of course. It stopped hurting and turned to pleasure within a couple of months of regular touching. Kind thoughts, Hermes

You're best bet is having it checked out for any signs of infection. If you are active, than be sure to have a check up for STD's.

You really should see a doctor about that. No one can tell you what it is without examining it. It's preferable that the person examining it has medical training.

try to expose it always so it will not be too sensitive if it really hurts try to see a doctor.
