Everybody in my family does not want to get involved with this mess. They don't want to pry, they claim. My sister (his wife) also claims to be very confused and keeps on delaying what she knows she must do. I had been nagging her about the harm of having such a person around her 5 year old daughter! What must I do now? I can't go to the police either because the girls (babysitters) nor their parents do not want to file complaints.

I'm sure you are missing something significant about what happened. It's pretty unlikely that no one is willing to press charges for sexual assault. Maybe you should let it go for now, because with out a victim you don't have a case. If you do mention it and can't prove it, he will deffinitely get away with it because he can't be charge again for the same crime.
