I break rules if I think they are stupid or disagree with them - if I think I can get away with it. I don't break rules that I believe to be sensible, like wearing a seat belt in a car.
There is a rule where I work that says staff cannot eat the food that is intended for the residents. Yet often there is loads of food left over which will be thrown away. I believe it is wrong to throw away perfectly good food, so I break the rule. Actually if I was ever pulled up about this by a manager I would be prepared to argue my case - rules or no rules and if they tried to discipline me for it I would walk.
Also there are times when we know we mustn't do something but do it because it gives us a sense of freedom, of being a bit daring, of having beaten the system and got one over on the little Hitlers of this world.

2. The rule is stupid (i.e., in some states it is illegal for people to co-habitate if they are not married).
3. The rule is not enforced (see #2).
4. The consequences of rule-breaking are minimal or non-existent.
5. We have no or minimal fear of being caught.
6. The "it's someone else's rule" excuse - yeah, it's a rule, but breaking it doesn't violate any of my major moral tenets so what the hell.

In my opinion if in life we do everything according to rules, we may end up making our lives difficult.
Certain rules have been created without taking into consideration of the convenience of people or how the persons feel.
Life is short and in order to make ourselves happy, sometimes we "bend" the rules but we dun "break" them. This is for our own good.

sometimes you don't agree with the rules. For instance, refusing to be drafted when you don't believe in war. In that case, it is moral to break the rules and immoral to follow them.

People these days are just rebellious and want to test the waters and see how far they can go before they get caught, persecuted, or disciplined. They are just trying to see if they can get away with it basically...
